Today, European finance ministers updated the EU tax haven list. They added four countries to the blacklist (British Virgin Islands, Costa Rica, the Marshall Islands and the Russian Federation), three to the greylist (Albania, Aruba and Curacao) and they removed four countries from the greylist (Barbados, Jamaica, North Macedonia and Uruguay).

Responding to the announcement today that the OECD Inclusive Framework on Base Erosion and Profit Shifting has agreed to push ahead with the two-pronged global tax reform deal and set a global minimum corporate tax of 15 percent, Gabriela Bucher, Executive Director of Oxfam International, said:  “This is not an ‘historic’ deal ―it is history repeating itself. Those who shamelessly rigged the global tax system to their benefit over a century ago have again ring-fenced the game for themselves."

Tomorrow, Oxfam is hosting a panel event on the EU and the fight against tax havens. The event brings together critical voices directly engaged in the current review process of the EU list of tax havens (EU governments, European Parliament and European Commission) and civil society (activists and journalists) whose work has helped to break the opacity of corporate structures and showcase the impact of tax havens in our societies.   

Tomorrow, Tuesday 16 February, European Union finance ministers will review the EU tax havens list, officially known as the EU list of non-cooperative jurisdictions for tax purposes. This is an assessment of non-EU countries according to the current blacklist criteria. This process started in 2017 and takes place twice a year. Currently, 12 countries are blacklisted and 10 are ‘grey-listed’.  

From campaigning to end the financial secrecy that shelters trillions hidden in tax havens, to encouraging investment in universal education and healthcare – Oxfam is working to make sure that the poor get a share of the power and resources that will help to reduce poverty and inequality.

RB, the multinational company behind global household brands such as Dettol and Vanish, has today backed a public campaign for tougher tax laws after an Oxfam investigation suggested that poor countries are losing valuable revenue needed to tackle poverty due to its tax practices. 

Within hours of Oxfam International’s Executive Director Winnie Byanyima declaring at the UNGA that the glory days for tax havens are over, the International Consortium of Investigative Journalists has released a damning exposé pointing the finger at the Bahamas for tax abuse. 

Response to the announcement that 82 countries, including many developing countries, have signed up to implement the OECD’s BEPS agreement to tackle corporate tax avoidance.
