After International Development Association (IDA) graduation
Publication date: 25 October 2019
As Vietnam graduates from IDA, the World Bank’s concessional finance window, there will be a major change in the types of development finance the country can access. Oxfam is concerned about what this changing financial landscape might mean for Vietnam’s fight against poverty, inequality, and gender inequality.
This discussion paper explores these challenges by assessing the relationship between official development assistance and the resources needed to support social services, civil society organizations, and avoiding debt. The paper offers recommendations to the World Bank, bilateral donors, the global community at large, and the Vietnamese government.
